I usually find contractor management systems attempt to categorise contractors by ht level of risk they pose to the organizations hiring them. Whilst it can be helpful to flag contractors whom you may wish to have a higher degree of involvement with in terms of consulting with them about how they are going to manage serious risks their work may pose in your workplace, it is also critical to understand the category of contractor they are in terms of the control you have over them under WHS legislation. As we know Principal Contractors WHS liability stems primarily from risks your undertaking poses TO your contractors NOT risks they pose TO you (that is their liability). The issue of control is also central to the extent of liability.
